Job Description Project Program: DTF Modernization Program - IAS Mod This position will be in support of the NYS Tax Modernization Program and will be responsible for playing a lead role in the Integrated Account System (IAS) Modernization project. This program will encompass multiple projects to modernize legacy systems within the NYS Department of Taxation and Finance, which is responsible for billions in state revenue. Some of the major areas under this modernization include Collections and Accounts Receivable, and Taxpayer Accounting. IAS Modernization includes converting the existing legacy mainframe systems onto new platforms. This position will actively participate in design, development, and testing activities. Day to Day: The selected candidate will be responsible for all phases of the System Development Life Cycle for a multi-tiered complex processing system. The responsibilities will include both new development as well as maintenance tasks. Specific tasks will include: • Responsible for assisting with the technical design for new development and system enhancements. • Responsible for coordinating the technical solutions among various technical support groups. • Presentations of technical solutions to management and technical support areas. • Responsible for implementing technical solutions. • Assisting with requirements gathering sessions. • Leading the analysis of requirements and system design work. • Development of technical design documents and program specifications. • Coding, unit and integration testing of programming • Writing and tuning SQL • Technical Support of user testing efforts. • Performance tuning of new and existing applications. • Production support tasks including analysis of issue, propose and implement solutions. • Mentoring of less experienced staff would be required. Mandatory Requirements: Software Architect - Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large scale software system. Expert - 84 Months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field. Requested Requirements: - 84 months of experience with a Government Taxation organization, which includes business knowledge, technical design, development, maintenance and end user support of complex Tax returns processing or accounting systems. - 84 months experience with Java programming in an IBM Environment development using IDE of IBM's Rational Application Developer (RAD) that are built with WebSphere Application Server (WAS) - 84 months experience with COBOL programming and MVS JCL in an IBM Mainframe Environment - 84 months experience with IBM DB2 working with complex database structures - 12 months experience with IDMS in a mainframe environment - 84 months experience with IBM MQSeries - 84 months experience with TSO in a mainframe environment - 24 months of integration experience and Analysis of PeopleSoft based Statewide Financial Systems - 84 months of experience writing technical design specification documents for multifaceted component-based systems We provide equal employment opportunity for all applicants and employees regardless of race, color, sex, gender identity, gender expression, religion, age, national origin, citizenship, disability, medical condition, family care status, marital status, domestic partner status, sexual orientation, genetic information, military/veteran status, or any other protected basis.
