TITLE Westover Job Corps - Business Community Liaison
(BCL)/Work-Based Learning (WBL) Specialist ABOUT THE ORGANIZATION

Integrity. CATEGORY Administration DescriptionPosition Summary :
Reports to the Center Director. Responsible for establishing and
developing relationships and networks with community entities for
the purpose of providing job opportunities for Job Corps graduates.
Responsible for the Center's Community Relations and Industry
Advisory Councils and Work-Based Learning (WBL) program in
compliance with government and management directives.Essential
Functions :
- Establish and develop network and relationship with local and
distant employers, applicable one-stop centers, local workforce
investment opportunities act (WIOA) boards, Community Relations
Council, and Industry Advisory Council for the purpose of providing
placement and employment opportunities for Job Corps
graduates.
- Establish and develop relationships with members of the
surrounding community to communicate Job Corps projects, changes in
rules, procedures or activities of the center that may affect the
community, and planning of events of mutual interest to the
community and the Job Corps center.
- Develop linkages to ensure that work site supervisors
understand expectations of the workplace support role and the
reciprocal benefits of the WBL program.
- Communicate regularly with the career technical academic and
counseling departments concerning the status of WBL and other
programs.
- Coordinate the Industrial Advisory Council (IAC) and the
Community Relations Council (CRC) meetings.
- Assist in the development of new and revised policies and
procedures affecting WBL and related programs and activities.
- Assist with scheduling and arrange for the orderly transition
of students into the WBL assignment; coordinate transportation as
needed and maintain student progress reviews and records.
- Maintain ongoing communications with Work-Based Learning
providers, schedule periodic visits to work sites and evaluate work
sites to ensure safety compliance.
- Assist in ensuring that OMS performance standards meet or
exceed DOL and API standards and expectations; utilize automated
systems and reports, to include CIS and CTS reports, to monitor and
enhance student and program progress and performance.
- Review and audit all assigned areas regularly for contractual
compliance and effectiveness of delivery of services to students;
prepare related reports.
- Coordinate support services needed by students; gather
necessary placement information and direct information to the
appropriate Career Development Services/Career Transition Services
staff.
- Monitor student accountability and attendance on a regular
basis and provide reports to scheduling and attendance on a regular
basis.
- Motivate and counsel students in areas of behavior, training,
personal and study habits and coordinate with other staff as
necessary to resolve issues.
- Participate in the student evaluation process MCP meetings;
enter case notes and employer certifications earned and update
student progress with the attainment of CTT goals utilizing the CIS
system.
- Maintain a safe and clean work area and classroom that is
conducive to student learning and skill development and models
industry practices and high standards for a work environment.
- Support, promote, and enforce the Job Corps Zero Tolerance
Policy and Center Behavior Management System.
- Promote the development of Career Success Standards by modeling
appropriate behaviors, consistently monitoring student behavior and
conduct, and mentoring students where necessary.
- Maintain accountability of students and property; adhere to
safety practices; attend all required staff training.
- Cultivate and maintain a climate on center which is free of
harassment, intimidation and disrespect to provide a safe place for
staff and students to learn and work. It is expected that the
incumbent shall perform other duties as assigned within his/her
capabilities as determined by management.POSITION REQUIREMENTS
Education : Bachelor's degree in general studies or related field
and two years related experience, one of which should be in a
supervisory capacity. Directly related experience may be considered
in lieu of formal education requirements. Experience working with
youth, and excellent written and verbal communication skills and
computer proficiency also required. Valid driver's license with an
acceptable driving record, unless waived by management. PM22
