Westover Job Corps Safety and Security Manager you will report to
the Center Director. In addition, directly supervising the Senior
Security Officers, Security Officers, Driver Coordinator, Drivers
and substitutes. This role is responsible for the management of the
center safety and security department, serves as primary liaison
with security and law enforcement agencies, and provides direction
to staff in compliance with Department of Labor (DOL) and
management directives. Essential Functions : Plan, coordinate and
manage the administrative and safety and security activities of the
department; serve as liaison between the Center, federal, local,
and state law enforcement agencies and officials. Provide staff
training, evaluate staff performance and implement departmental and
personnel changes as approved by the Center Director and
coordinated with the Human Resources Manager prior to
implementation. Develop departmental budget; monitor and control
expenditures, and review and recommend changes to budget
authorization; and ensure all requisitioning and purchasing of
supplies, materials and services are completed in accordance with
API and Center purchasing procedures. Develop and implement new and
revised policies and procedures affecting safety and security;
coordinate with other departments promote center objectives.
Regularly assess and audit department for contractual compliance
and quality of services to students; prepare audit and assessment
reports. Regularly inspect facility; maintain safety and quality
standards. Coordinate timely reports to the Center Director,
particularly after normal duty hours and on weekends and holidays.
Act as Center Safety Officer and ensure Center is in compliance,
with OSHA, DOL, API, state, and local policies and procedures.
Provide fire protection and coordinate fire prevention and
protection with local fire department; conduct frequent fire drills
and inspections of the facility; ensure the maintenance and
submission of logs and reports as required. Develop and conduct
orientation and in-service training programs for staff and
students; train staff and students in safety and security policies
and procedures. Conduct periodic Center safety and security audits
to identify deficiencies and recommend changes; prepare and submit
reports. Provide records and reports of departmental activities
upon request by management, insurance underwriters, DOL and other
government agencies. Coordinate with other Center staff concerning
security matters and conduct security related investigations;
coordinate safety and security meetings with management. Develop
and monitor security staff schedules for 24-hour, seven day per
week coverage. Coordinate searches of students' rooms and
belongings. Ensure proper protocols are followed. Provide for the
safety and security of students on Center grounds through the
direction and monitoring of security staff, and by conducting
appropriate drills in preparation for emergencies. Maintain a safe
and clean work area that models high standards for a work
environment. Provide positive, quality customer services to
students, staff, and other center customers. Motivate and counsel
students in areas of behavior, individual and group safety,
training, personal and study habits, and coordinate with other
staff as necessary to intervene/resolve issues. Participate in
student employability programs and activities; develop and conduct
enrichment programs as needed or assigned. Support, promote, and
enforce the Job Corps Zero Tolerance Policy and Center Behavior
Management System. Promote the development of Career Success
Standards by modeling appropriate behaviors, consistently
monitoring student behavior and conduct, and mentoring students
where necessary. Maintain accountability of students and property;
adhere to safety practices; attend all required staff training.
Coordinate with other staff and departments regarding issues
related to the provision of student services and to
interdepartmental and center programs, activities, and events.
Cultivate and maintain a climate on center which is free of
harassment, intimidation and disrespect to provide a safe place for
staff and students to live, learn and work. It is expected that the
incumbent shall perform other duties as assigned within his/her
capabilities as determined by management.POSITION REQUIREMENTS
Education/Experience Requirements : Bachelor's degree and three
years related experience required, one of which must be in a
supervisory capacity. Directly related experience may be considered
in lieu of formal education requirements. Excellent written and
verbal communications skills and computer proficiency required.
